President James (Jim) Chmura

President James Chmura

Jim graduated from Loyola University with a degree in Accounting, before becoming licensed as an enrolled agent to practice in front of the IRS and Tax Court. He retired as a United States Treasury Agent after more than 30 years of service. In addition to the IRS, Jim was the Financial Director at the Village of Norridge from 1998-2012.

Jim and his wife Barbara have been married for 35 years and residents of the Village of Norridge for the last 30 years. Their sons, Matt and Ryan, attended Leigh Public Grammar School in Norridge.

  • Coach and Officer for over 10 years for the Norridge Youth Activities.
  • Volunteer coach for Divine Savior Grammar School (4 years).
  • Member of Divine Savior Parish for the last 30 years.
  • Mentor for Ridgewood High School Freshman Program (2 Years).
  • Acting Mayor (day-to-day operations) in 2008-2009, in 2011 and again from December 1, 2012 – March 2013 due to the illnesses of Mayors Field and Mayor Oppedisano.
  • Member of the Village of Norridge Police Pension fund from 1994-2012 and assisted the Pension Fund in reducing the police levy 10-15% for 2013.
  • Trustee of the Norwood Park Fire Protection Board for the last 5 years. President of the Fire District Board for the last 3 years.
  • Member of the Norwood Park Fire Protection District Pension Fund for the last three years (2009-2012).
  • As Financial Director for the Village of Norridge, I have been influential in balancing the budget for 14 years.
  • The General Division of the Village has no debt.
  • Assisted the Mayor and Village Board with obtaining 5.5 million dollars in Federal and State Grants. This grant money has put the Village in the strong financial position it currently is in.
  • Implemented a new hiring process that allowed equal opportunity for employment.
  • Assisted in the implementation of the Village of Norridge’s electrical aggregation plan, which is responsible for saving each household $20-$30 per month.

Clerk Debra J. Budnik

Clerk Debra Budnik

Debbie and her husband Allan have been married for 22 years and have lived in Norridge for the last 13 years. They have three children – Jackie, Alec, and Derek. All three of Ms. Budnik’s children have participated in Norridge Youth Activities, including baseball, basketball and bowling. She is an active member of the community and has served as a volunteer team mom for baseball, at school activities, for Divine Savior Church, where they are parishioners.

Ms. Budnik has a bachelor's degree in Business Administration from Dominican University in River Forest, IL. She has worked full time in various Sales and Revenue Management positions for Marriott International for the past 25 years.

Trustee Ursula A. Kucharski

Trustee Ursula Kucharski

The Dean of the Village Board, Ursula A. Kucharski was appointed to fill a vacancy in 1981, and has served with distinction ever since. She has continually served as Chairperson of the Police Committee, where she has helped guide the modernization of the best village police departments anywhere.

Her extensive experience and no-nonsense approach to government has made her an invaluable part of the Village Board. In the private sector, Ms. Kucharski was in the banking business for more than 40 years and retired from LaSalle Bank.

Trustee Dominic S. Falagario

Trustee Dominic Falagario

Dominic Falagario was elected to a four-year term as a Village Trustee in 1999. As a Trustee, he chairs the Law and Ordinance Committee. Most notably, he sits on the Advisory Review Committee, Zoning Board of Trustees and is responsible for adjudication court. He also serves as a member of the Finance, License, and Contracts, and the Village Properties, Sidewalks, Environment (Trees), Economic Development Committees.

An active community member, Dominic served as Norridge Park District President and Commissioner for eighteen years. He also was involved in the Norridge Youth Activities as coach and manager for ten years. He served on a Telecommunications Advisory Committee in 1997, and was a member of the Zoning Board of Appeals. He was one of the Founders of the Greater Illinois Semi-Pro Baseball League representing Norridge, along with the Pre-School, Day Care, and Adult Recreation Centers at Norridge Park District.  He currently also serves as Village liaison to the Norridge Park Board of Trustees.

A retired executive from Supervalue  (Jewel Food Stores), Dominic served as the head of store planning and development. He holds a degree in Architectural Engineering and Design and was active with the Architectural Review Committee and the National Institute of Store Planners, his professional associations. Dominic has resided in Norridge for the past 52 years.

Trustee Jacqueline P. Gregorio

Trustee Jacqueline Gregorio

A Real Estate Sales Professional by trade, Jacqueline Gregorio has been a resident of Norridge for the last 37 years. Jackie has always sought to improve our Village and has demonstrated that dedication by serving for three years as president of the Ridgewood High School Parents Club and 8 years on the Ridgewood High School Board, and she has run the Lucky Losers Fundraiser for the last 20 years. She is the co-founder and a director of the Ridgewood High School Foundation, and she serves as a member on Norridge Cares and President of the Senior Assistance Center boards. During this time she has assisted with many fundraisers. This dedication to our Village not only earned her respect and admiration, but in 2001 it earned her an invitation to bring her skills to the Village Board. Since her election as Trustee in 2001, Jackie has headed the Finance, License, and Contracts Committee, where she has served with distinction. In her private life she has 3 children and 7 grandchildren all of whom reside in Norridge.

Trustee Dominic Sulimowski

Trustee Dominic Sulimowski

Dominic Sulimowski was appointed on May 27, 2009 to fill the Trustee position vacated by Ronald A. Oppedisano, who had been elected President.

Dominic has been active in the community for over 30 years. He was elected in 2004 as Trustee of the Norwood Park Fire Protection District. He was elected as President of the Board in 2006. He is also an active member of the Norridge Veterans Committee and serves as the Master of Ceremonies for the Memorial Day service. Dominic is also a Vietnam Era Veteran.

He has served as an officer of the Norridge Youth Association (NYA), President of Norridge Little League, Member/President of the Divine Savior School Board, and is an active member of Divine Savior Church. He is a past member of the Norridge Zoning Board and also served as Building Commissioner for the Village of Norridge.

Dominic is a graduate of Weber High School. After high school he attended Triton Community College and graduated with High Honors. He continued on at Elmhurst College where he also graduated with High Honors. He holds Certificates in Logistics Management from DePaul University and the University of Georgia Tech.

Dominic was employed with AT&T for almost 30 years. When Dominic retired he was Director of Fleet Operations. Dominic brings a no-nonsense management approach to business. He believes in creating efficiencies in processes and operations. Dominic also believes that all elected officials are accountable to the the taxpayers of the Village of Norridge.

Trustee Donald Gelsomino

Trustee Donald Gelsomino

Donald L. Gelsomino has resided in the Norridge since 1987 with his wife Romaine and sons, Michael and Donald. During this time, he has been actively involved with the Norridge Youth Association (NYA) sports program. He organized the first NYA youth baseball team to travel to Cooperstown, New York to play in the Baseball Hall of Fame Tournament, in addition to coaching football at Holy Cross High School for 10 years. 

Donald was elected as a Norwood Park Fire Trustee in 1998 and served on the Fire Board until 2011. During this time, no new taxes were imposed and the department was equipped with the latest state-of-art life saving equipment. He also helped negotiate three successful firefighter contracts.

Donald has been a local insurance agent for the past 30 years with American Financial Concepts. He also served as a Code Enforcement Officer and Health Inspector for the Village of Norridge for the past 10 years.

Trustee Daniel Tannhauser

Trustee Daniel Tannhauser

Daniel Tannhauser is a Vice President –Project Executive at JC Anderson Inc., a General Contractor located in Elmhurst. Dan began his career in the construction field in 1988 and has been JC Anderson for the past 20 years. Dan was raised in Norridge with his 4 brothers and sisters. He attended both James Giles School and Ridgewood High School. Dan moved back to Norridge in 1997 to raise his family in the wonderful community he grew up in. Dan lives in Norridge with his wife Karen, daughter Tiffany and son Tim. Dan has been a Norridge Police Commissioner since 2006 and is currently a Plan Commissioner as well. Dan was involved with the Norridge NYA and volunteered as a Manager for Baseball and Basketball and on the Baseball Board. Dan has also been part of the Norridge Improvement Party for the last 15 years.
